Update
At this time our mitigation is place and quarantine release should be functioning properly, but the underlying issue is still being worked with our partners. Portal email trace remains impacted.

All emails for which quarantined release was initiated, but failed, have been released. The situation continues to be monitored.

Investigating
We are seeing some issues in our Email Cloud system that could impact the release of quarantined email and the download of artifacts on quarantined email and alerts. We are actively investigating and will provide another update when we have more information.
